It will mandate for the first time, who is responsible for considering the risk from a terrorist attack, and how they would respond to reduce harm and save lives. Depending on the premises or event, it will require organizers to consult official guidance, conduct a risk assessment, establish procedures, and provide any training or equipment, such as first aid or signage, to be able to carry out those procedures.
